CIPP Evaluation of the Morning Dhikr Program: Internalization of Tawhid and Tolerance among Students in a Multireligious School

Abstract

Islamic education program evaluations using the CIPP model have largely focused on describing program components, with limited attention to how contextual conditions, institutional support, and pedagogical mechanisms interact in the internalization of tawhid and tolerance among elementary school students in multireligious settings. This study evaluates the Morning Dhikr Program at SD Yapis Al-Muhajirin Burmeso, Mamberamo Raya Regency, Papua, using a qualitative case study design. Data were collected over four weeks through observations, interviews with the principal, Islamic Education teacher, homeroom teachers, students, and parents, as well as document analysis. Data were analyzed through deductive coding based on context, input, process, and product, complemented by inductive coding to identify cross-component mechanisms. The findings indicate that the program serves a dual purpose: strengthening Islamic identity while fostering respectful coexistence in a multireligious environment. Internalization occurs through ritual habituation, contextual meaning-making, teacher modeling, peer support, independent practice, and continuity between school and home. Reported developments include students’ understanding of tawhid, worship habits, moral character, and appreciation of differences, although these outcomes are uneven and cannot be interpreted causally. Conceptually, the study proposes a relational CIPP–internalization model that views program outcomes as products of interactions among context, resources, pedagogical mechanisms, and ecological continuity.
